In England some councils use a call centre type of system this is called CLARENCE (Customer Lighting And Roads ENquiry CEntre) there is a free phone number to use to report faults between 8am and 6pm, Monday to Friday free of charge using Free Phone 0800 23 23 23.
Some councils in Scotland also use RALF Roads and Lighting Faults Free Phone 0800 37 36 35.
Motorways
Road spillages on motorways should be reported to the Highways Agency information line 08457 50 40 30

Fill It In Danger
Some faults may be an immediate danger such as diesel spills or mud.
If you come across a diesel spill or have seen who has spilt the diesel then report this immediately to the police.
Some police forces will react differently to what is a major hazard to motorcyclists.
